I don't think the government can afford to pay these guys what they'd command in the open market. Of course that raises two questions.

1/ Is ANYBODY worth some of the outlandish amounts they are being paid in the upper echelon of the corporate world?

2/ If they can't command a heap more than the government can pay them, are they really up to the task?

Pay them to complete the task, then their attention is getting it done quickly, and without errors, because errors cost money.

Pay them by the hour and their attention is getting more hours.....

But seriously, We haven't reinvented Government here. Find the best software someone else has spent money on developing and buy that.....
