I'm torn but I have a toddler that's toilet training. Over is normal and preferred. But under stops the little bugger unrolling an entire roll while dropping a deuce. Neither will stop unraveling when pulled. Floor it just gets pissed on.

I disagree. Always, always over.

Easy fix. Just squash the roll on the holder just a bit. Doesn’t have to be flat, just not round anymore. It doesn’t roll as easily.
