Will a Spoiler increase my car's petrol consumption if my car is driven an average of 50km/hr for only 15 minutes three times a day? Or if it only creates measurable drag at higher speeds, as down-force kicks in at the same rate, could it increase efficiency?

Dude, it will make no difference what so ever!

But the spoiler weighs 300gms!!! Lol. Cool. Awesome. Now to find the spoiler.

It will not effect your fc directly, but it will have an effect on the looks your car gets... So you will drive it more often (to get the looks) and in the end it will surely effect the number of times you'll visit the filling-station  :D
