It will be bolted internally behind trim panels as well.

looks like it clips in , have the tail lights been removed and those clips pulled out?

generally there will be 1 self tapping bolt maybe 10mm to lock the cover in the conrers, they come out then you should be able to gently pull the cover away out of the clip.

i have removed all bolts and clips . bumper is movable , but is still fixed onto inner black moulding
