Your system seems complicated
In Russia a driver who has just received the first driving licence is advised to stick a special sign on car's back and keep it there for the next three years.

It is not an obligation though.
A permission to drive a vehicle is given to anyone who has attained 18 years old and successfully completed driving course and passed the exams in Russia, whereas having reached 16 years old one may complete a study at driving school and pass the driving exams
