They have Court Enforcable Undertakings. Its called the law. If they are not complying with the law take them to Court and get a penalty. Why across the world we seek to avoid taking big companies to court I do not know. It gives them the option of defying the law and hoping they don't get caught. If they do, they negotate a fine and an undertaking.
In the meantime cars are being written off, missing scheduled services falling off the warranty bandwagon. The longer they can fob you off the better chance that this will happen.
