A gas bottle delivery/collection lorry driver takes the almost empty  (collected from restaurants etc),  bottles home, he has a LPG tank which he fills from the part filled bottles, runs his heating and LPG vehicle.
He says he rarely collects a completely empty bottle, he would consider selling to others, but there may be an issue with HMRC.....
