You need to buy a minimum of 20 litres to qualify.

small print - only 1 coupon per visit.

Nothing to stop you buying:
20 litres - pay
Find another Shell station - 20 litres - pay
Go back to the first to top up to brim - pay.
= 3 vouchers worth £6.00 (3 paper @ 65p per paper = £1.95)

or buy today and the rate you use, fill up mid week and on Friday!

plus buy a Jerry can and fill that up.

It would pay you to but a few papers today.........
