The commercial was about a promo action Hyundai ran in Russia. Everyone was asked to take a photo of Hyundai i cars (i20, i30, and ix55) on the streets. The cars were bearing numbers and participants had to take pictures showing the car and the number on the board. You get bonus points for taking photo of few cars in the same picture.
Those who got 90 points or above, got to the finals where the winner got a new i30. If you would get 70 points, you can exchange them for alcotester, 110 -- bags for tyres, and 150 -- a navigation unit.
In the finals you had to present your painting of the car, that's why the commercial mentions it so vividly. You can look at finalists' paintings at
