Was attempting to remove the bulb holder from the lens. Pulled it and twisted it but it would not move. Didn't want to use too much force because the lens didn't look too robust. So checked the manual
On page 7.55 there is a picture of the bulb holder pulling straight out of the lens, but just in case I checked other pages. On page 7.53 there is a photo showing the side repeater bulb holder being twisted out of the lens. So the license plate bulb holder pulls straight out!
Wrong!
After much persuasion with a flat bladed screw driver I got the holder out by breaking one of the lugs. It actually twists out. The 3 plastic lugs on the holder fit into the 3 gaps in the lens.
Never mind it still seems to hold in with the remaining lugs.
