Speed approx 65mph, but that doesn't seem to bother this guy's thoughts on safety..

Did you spot his arms hanging out to dry?

The clip continued as we both turned onto the M61 and as I passed he was doing his dirty dancing again, but with one arm held out - possibly for balance - but it was out of shot

When I used to ride a bike, I came across a full house brick in the line that bikes would normally use in the road, probably fallen off a truck, it was in plain view for me to see fortunately. Notice this guy would not have any time to react if a brick was on his line. The truck in front would hide it from view, plus no hands on the handlebar following way too close. I wonder if he ever gave the possibility a thought.

Like you said, maybe a little bored.
My buddie does this all the time.
Some to warm the tires.
I do occasionally to wear the sides of the tires as my current rear tire is developing a flat spot from too much straight riding.
Some safety advocates are saying weaving like that when coming towards an intersection will make cage drivers notice you more, and hopefully not turn in front of you.
A single light on a motorcycle makes it hard for oncoming traffic to judge your speed, or even see you.
Two lights spaced out a bit gives better depth perception to oncoming vehicles.
I've been riding motorcycles since 1981, and have seen my share of oncoming traffic turning in front of myself and others I ride with.
I've added two driving lights, and black reflectinve tape (lights up white) on the front and sides of my bike.
