More motorists than ever before are being caught on camera and fined for doing things like entering a yellow box or driving in a bus lane.

Councils say they issue tickets to keep the traffic flowing smoothly, because there are more cars on the road.

But private emails obtained by the BBC's Panorama programme show that officials have been congratulating each other on the number of tickets issued.

So in England are local councils responsible for issuing traffic infringement notices and not the police?  :undecided:

Cash cow as motorists are easy prey but of course if they didn't break the law ...... the cash would be in their pocket rather than the council's.

Don't you remember the days of local councils having control of traffic law enforcement prior to the formation of the RTA in 194/5?

Some of them were pretty ferocious. They had some nice cars too.

Watched the tv programme and certain powers have been given to council's.

In London they can "police" certain ones such as box junctions but that power doesn't extended to other council's.

Bus lanes is another they can monitor and fine motorists.
