The car manufacturers are sticking their heads in a big pile of sand.
Making a device illegal doesn't stop it being procured (which is still not an excuse not to make it illegal).

Ultimately the manufacturer has a responsibility to ensure they've done everything they can to make it as hard as possible for cars to be stolen. But when you break down technology like this, it can be a bit worrisome to see how pathetically inadequate some of the security measures are.
