Well, VW isn't really famous for having inspired designs, so the fact that he was design chief at VW isn't that much of a welcome qualification
But he seems to have done some nice things at KIA
The chief designers job is to take the required specification from the marketing people and then integrate the ideas presented by the styling, engineering, production and financial departments to present concept vehicle designs. It then becomes his responsibility to oversee the final design and get it into production.
Are you mixing styling with design?. His main work was at Audi and under his hand they have produced a stream of excellent and very successful vehicles. I would consider that they have indeed produced some inspired designs - even though the styling has never been cutting edge and in some eyes bland.
