I think this is a bit misleading, unless the levies were known about 10 years ago, which I highly doubt.

Time to quantify the pollutants from petrol / Diesel engines & present a counter argument. The smog in the air is not just from Diesel engines, but rather all engines and industry. Hardly fair IMO.
