Sensationalist journalism at it's worst!! There was never any danger, none more than a normal flight. We don't know the full story, nor have the transcript from the Air Traffic Control. The pilots and ATC probably did the right thing.
A go-around is not an emergency. You can approach down to 200 feet, without a clearance to land, before deciding to go around (which it looks like this aircraft did).
There was only one aircraft on the runway at any one time however, you can have more than one on it at any one time.
Maybe the airfield permitted Land and Hold Short Operations, and the landing pilot decided not to use it.
