I had admitted it before, yes I do exceed speed limit, but no more than 19km/h, when a penalty is 100 rub only (3.2 USD). If the penalty is risen up to 1000 rub, I would try to maintain 69 km/h, when no penalty may be applied

yes, mostly.
Unless we talk about those rich guys with lot of money.
You should see a difference in driving styles of Russian drivers when they are in Russia and once they cross Russian-Finish border, it is significant.
