Hate to say Dave when was the last time you changed plates,when I put my PP's on Bruce I was required to hand the old ones in, It not only stated it in the letter from DMV's,but I also asked when I changed them,what if I don't want to display them any more and just store them,I was to0ld I had to be re issued new normal plates.

I change plates constantly.
If you have plates in WA and you wish to retain them, you can retain them for no fee.
I have several plates of all types retained at the moment.
Even state plates can be retained. All you have to do is ask, which obviously you didn't.

US$3200 ? is that weekly, fortnightly, monthly? I have no idea of Russian salaries.

It is monthly and it is a basic salary without any additions, which would be added in case of night shifts, shifts during public holidays and there must be an additional payment for a harmful work environment.
