Royalty and heads of state receive a 21-gun salute, field marshals, state officials and equivalents receive a 19-gun salute, generals and equivalent ranks receive 17, and so on down to 11 for a brigadier.

Fatboy's covered the 19 question. I researched the history for the interview. These gun salutes started as a way of mutual disarmament as ships approached fortified ports. The Governor is one down from the head of state (Queen) so he gets 19. Odd numbers only - even numbers for deaths. :victory:
