The Westminster city council worker put a penalty notice on her silver Mercedes vehicle on Friday, while she was attending an event at Chatham House.

The row was caught on camera by photographer Greg Brennan, who said five of her guards were waiting inside a Mercedes van next to her car at the time because it was raining.

He said when the warden put a ticket on the car, which had taken Mrs Clinton to the event and parked up at approximately 5.15pm, her security staff started to protest.

But the agents could not stop the warden.
