slow to heat up

hi all, it seems my 130 1.0 g-tdi takes at least 10+ mins to get too normal working temp, i think this is too long, also it takes about 6+ mins before the temp needle starts to move. Dealer says no faults found.
Any suggestions please ?

Does the radiator fan work via an electric relay and is stuck on all the time?

Check coolant level, leaking, sludge, radiator blockage and thermostat behaviour.
