Tension pulley moving a lot

My drive belt broke, i put a new one and also one of the pulleys as it was worned. But after i try to start the car the tension pulley is moving a lot. Have a look to this video

Im wondering is this issue can be caused by the alternator pulley or is it the tension pulley?

If its the alternator pulley is there a possibility to change it without removing alt out?

If you have a new belt that's been folded up in a cardboard sleeve, it might take a while for the belt to assume a true circular shape and the tensioner may be bobbing up and down as the kinks in the belt pass over it. If you take the belt off does it feel like any of the pulleys are rough or have play in the bearings? I don't think you can remove the alternator pulley without taking the alternator out I have replaced an alternator and it wasn't hard, and for what a reconditioned alternator cost, it came with a new pulley anyway. I assume the belt you have is definitely the right length, because I think there are two different lengths, depending on whether the car has air-con or not.
